We are recognized experts in the preparation and adoption of EARs, and have successfully prepared, or are in the process of preparing, EARs for a diverse range of Florida municipalities, including Miami, Hialeah, Hialeah Gardens, Aventura, South Miami, Port Richey, El Portal, Manalapan and Indian Creek Village. Our demonstrated knowledge of the new EAR requirements and excellent working relationships with the Department of Community Affairs, South Florida Regional Planning Council, and other regulatory agencies have resulted in an unparalleled success rate in complying with the new EAR requirements. We have conducted a significant percentage of the EARs that have been completed or are in process in the current round of submissions, and have been recognized by DCA for successfully completing the first municipal EAR scoping and interagency meeting process under the new requirements for the City for Hialeah Gardens. We have been recognized for the quality of our reports.

Our goal and guiding principle in developing EARs is to meet and exceed the State requirements, to produce a report that reflects the community’s vision, and that recommends changes to the Comprehensive Plan to achieve this vision. In 1998, the State of Florida revised the statutory requirements for the EAR to allow local governments to base their analysis on the key local issues that they’re facing. Our approach is to begin the EAR process with an intensive scoping process that includes: one on one meetings with City officials and staff; one or more public workshops, and; an interagency scoping meeting with representatives from adjacent local governments and State and regional agencies to get their input on the issues and identify additional issues. We have found that this process serves as a useful and effective visioning tool for our clients, and results in an EAR document that is more than a mere progress report.

City of Miami Evaluation and Appraisal Report (EAR)

The Corradino Group/Bell David Planning Group prepared the City's 2005 Comprehensive Plan Evaluation and Appraisal Report. The EAR was adopted on schedule and found sufficient by the Florida Department of Community Affairs.

City of Hialeah Evaluation and Appraisal Report (EAR)

In January 2005, Bell David Planning Group was contracted by the City of Hialeah to conduct its Evaluation and Appraisal Report. Because the Comprehensive Plan was recently adopted, the Evaluation and Appraisal Report was conducted in an expedited manner. The City's EAR was adopted and found sufficient by the South Florida Regional Planning Council (SFRPC) and Department of Community Affairs.

City of Deltona Evaluation and Appraisal Report (EAR)

The Corradino Group/Bell David Planning Group/Pat Bidol Padva, PhD,  are currently under contract to prepare the City’s 2008 Comprehensive Plan Evaluation and Appraisal Report, which is due on June 1, 2008

City of Oviedo Evaluation and Appraisal Report (EAR)

Bell David Planning Group is currently under contract with the City to prepare the 2008 Comprehensive Plan Evaluation and Appraisal Report, which is due on March 1, 2007.

City of Aventura Evaluation and Appraisal Report (EAR)

Bell David Planning Group/The Corradino Group prepared the City of Aventura's 2005 Comprehensive Plan Evaluation and Appraisal Report. The City’s EAR was adopted on schedule, and found sufficient by the South Florida Regional Planning Council (SFRPC) and Department of Community Affairs. The SFRPC commended the City on the adopted EAR, and is recommending it as a model to other cities. Bell David Planning Group prepared the City's EAR-based amendments.

Village of Royal Palm Beach Evaluation and Appraisal Report (EAR)

Bell David Planning Group/The Corradino Group prepared the Village of Royal Palm Beach’s 2006 Comprehensive Plan Evaluation and Appraisal Report.  The City’s EAR was adopted and found sufficient by the South Florida Regional Planning Council and Department of Community Affairs.

City of Aventura Land Development Regulations

Bell David Planning Group has assisted City staff with revisions to the City's Land Development Regulations.

City of Hialeah Gardens Land Development Regulations Rewrite

The Corradino Group/Bell David Planning Group were contracted by the City of Hialeah Gardens to review and revise the City’s current Land Development Regulations (LDRs). City of Doral Annexation Reports

Bell David Planning Group is currently under contract with the City of Doral to prepare two Annexation Reports for the proposed annexation of a total of seven square miles. Key components of this project include identifying the characteristics of the annexation area, analyzing and evaluating the costs to the City and the City’s ability to fund new or expanded infrastructure necessary to maintain existing levels of service and to provide for future growth.

Application for Annexation by the City of Homestead

Elite Construction and Development, Inc., through its attorney, contracted Bell David Planning Group to prepare an Annexation Report for two parcels totaling 7.67 gross acres. Development Application Review/General Planning consultants

Town of Cutler Bay General Planning Services

The Corradino Group/Bell David Planning Group serve as the general planning consultants for this newly incorporated municipality in South Miami-Dade County, with a population of approximately 40,000 residents.  Duties include: establishing a Planning and Zoning Department; reviewing development applications, including comprehensive plan amendments; and, coordinating with Miami-Dade County departments during the transitional period. Other special projects as may be directed by the Town Manager. 

City of Sunny Isles Beach General Planning Services

Bell David Planning Group serves as the City’s general planning consultant.  Duties include reviewing development applications, special planning projects, and assistance as needed to the City staff.

City of Homestead General Planning Services

Bell David Planning Group served as the City’s general planning consultant. Duties included: the review of development applications, including comprehensive plan amendments; public service and economic impact analyses, and; the provision of comments to the Development Review Committee and recommendations to the Planning & Zoning Board and City Council.

Grantswriting and grants administration

City of Hialeah Gardens CDBG/HOME Program Consultant

Since 2000, Bell David Planning Group has served as the City of Hialeah Gardens' CDBG/HOME Program Consultant, which entails the preparation of funding applications, ongoing coordination with Miami-Dade County's Office of Community and Economic Development and performing reporting requirements.

Health Services Management

Bell David Planning Group has assisted Health Services Management, a non-profit healthcare company, in the preparation of several grant applications.

Hawthorne, Florida Area Revitalization Committee

Bell David Planning Group assisted the Hawthorne Area Revitalization Committee in the preparation of grant applications for the Hawthorne Historical Museum and Cultural Center.  As a result, HARC received a $50,000 grant from the state of Florida for the refurbishment of a historic African-American church building as a historical museum.

 

 

 

 

 

 

 

 


Special planning Projects

The Village of El Portal Roofing Study

BDPG performed a visual survey of roofs in the Village, a cost benefit analysis of roofing types, a survey of Village residents, and the identification of potential funding sources to assist residents in making roof improvements.

City of Homestead, Florida Moratorium Study

In 2002, the City of Homestead, facing a wave of residential development that threatened to overwhelm public services and negatively impact quality of life, enacted a nine month building moratorium on the issuance of development orders that would result in a gross residential density of over six units per acre. Bell David Planning Group conducted this planning study to address the major issues and impacts that led the City to enact the moratorium, and to develop recommendations to address these impacts. As a result of the Study, the City adopted urban design guidelines, revised its land development regulations, and is amending its Comprehensive Plan.

Miami-Dade County Agriculture and Rural Area Study

Bell David Planning Group Principal Jerry Bell served as Miami-Dade County’s Project Manager for the Agriculture and Rural Area Study, a comprehensive $1,000,000 study to evaluate the long term economic outlook of Miami-Dade County’s agriculture industry, and recommend uses for lands which may no longer be needed for agriculture. This Study is the result of a recommendation made in Miami-Dade County’s 1995 Evaluation and Appraisal Report, and related Comprehensive Development Master Plan (CDMP) amendments. The Study recommendations call for CDMP amendments as well.

City of Homestead Community Redevelopment Agency

Bell David Planning Group assisted the City of Homestead's Community Redevelopment Agency with a number of projects, including the Infill Housing Program Manual, reports, charts and presentations.

Southeast Overtown/Parkwest Community Redevelopment Plan

As a subconsultant to Dover-Kohl & Partners, Bell David Planning Group worked on the updated community redevelopment plan for the Southeast Overtown/Parkwest CRA. Components of the projects included needs assessment, visioning, and the prioritization of redevelopment projects at the neighborhood level.

South Miami-Dade Vision Council

Bell David Planning Group assisted the South Miami-Dade Vision Council with the Homestead Air Reserve Base Encroachment Study.
